NATIONAL CONTRACTS

One of IPAC's core business functions is negotiating the PHO-DHB Primary Care Service Agreement on behalf of our members and wider general practice.

In order to give you a better understanding of the contract and how national negotiations became core business we have provided some background below:

Background

The evolution of the PHO contract negotiations can be defined by looking at three distinct phases of the negotiations.

DECEMBER 2002-AUGUST 2003 - Version 16
Negotiations commenced in December 2002. Parties to the negotiation were DHBs, the Ministry of Health, IPAC and HealthCare Aoteoroa (HCA).  These negotiations involved both policy and contracting issues and concluded in August 2003 with agreement on the foundation Version 16 PHO Agreement and associated Reference Documents.

AUGUST 2003-NOVEMBER 2005 - Version 16.1-Version 17 + Variations 1-3
One of the products of the first-phase negotiations was the creation of the negotiating protocol (PSAAP). This protocol defines a process for negotiations and also brought other parties in to the negotiations, including Maori and Pacific led PHOs. The focus through this period was dealing with all issues not resolved in the first-phase negotiations, fees rollout funding and the introduction of new services including Care Plus, MenzB Immunisation Programme, and the PHO Performance Management Programme. With the exception of the fee rollouts most of the issues were negotiated in the November 2004 and 2005 logjam (2 day) negotiations.  These negotiations included both policy and contracting issues.

2006 - Version 17 + Variation 4
The only issue negotiated in 2006 was the 45-64 year old funding roll-out. It is well known that these negotiations were intensive, with IPAC playing a lead role for general practice.  IPAC’s negotiating position was strengthened by the support of the General Practice Leaders Forum (GPLF) and the PHO Alliance.  All other contracting issues were put on hold for 2006.

The Negotiating Team

Since the commencement of negotiations IPAC has provided the continuity in the negotiating process. Most of the institutional memory resides with the IPAC and is often relied upon by other parties in the negotiations. The current negotiating team comprises the following people:

  • Tim Baily-Gibson: Wairarapa GP; NZMA GPC member
